Doesn't the pokedex(Diamond version) say, "It lives in the ozone layer far above the clouds and cannot be seen from the ground"? Rayquaza in a a lake contradicts the pokedex...they should've had Rayquaza fight you in the sky...

I suppose he did say "There's a character named Ness who has appeared in the Smash Bros. series up until now, and Lucas is very similar." Although Lucas' moves aren't identical so you never know. Plus it could just be a case of they chose bad English and they didn't mean to imply he wouldn't return.
I'm sorry to say this, but I agree with Sheik. With that quote in today's update, and Sakurai's earlier plans to replace Ness with Lucas (He wanted to do that in Melee, but Lucas' game got pushed back.) I think Ness won't be in Brawl.
