usually not, there have been plenty of people outside my region that I couldn't add. I read somewhere too that it depends on what kind of connection you are using. Like, If I use a wi-fi connection it will only connect me to my region. If I however connect it using an ethernet cable, then I can connect elsewhere.
yeah, thanks for being a good sport about it. I got *****ed out by someone for using the boo's. By using this strategy though, I gained rank 10, and beat the rank #1 in that current season. I can't remember the name, but I took a pic of it ^^ . lol
oh and phazon, I was able to add you (obviously). I'm talking about people in Europe - being out of my region. Like, I couldn't add anybody from the beginning of the thread (it came out in Europe like a month before it did in the U.S.). So i don't know what you were talking about...
